DCA and Start

Two assistance programs paired with NDHFA first mortgages: DCA for low-income buyers and Start for low- to moderate-income buyers (Start also works with North Dakota Roots). Both provide 3% at closing for down payment, closing costs and prepaids, and neither can be combined with other assistance. NDHFA's public pages don't state whether it is repaid; its training deck mentions a second lien, and outside sources conflict (deferred vs. forgiven after 96 payments).

Who qualifies: Must use an NDHFA first mortgage (FirstHome requires no home owned in the last three years; HomeAccess serves single parents, veterans, and households with disabled or 65+ members). DCA has lower income limits by county and household size (effective July 15, 2026) and requires homebuyer education before closing. One- to two-unit properties only.

How assistance usually works
