First Time Homebuyer (FTHB) Program

A 0% interest, no-payment soft second mortgage funded by federal HOME dollars, run by Kansas Housing Resources Corporation (KHRC). KHRC's fact sheet says it is forgiven if the buyer stays 10 years; its operations manual splits the award into two equal halves, one forgiven pro rata (over 5 years if under $15,000, over 10 years if $15,000 or more) and one interest-free portion repaid in full if the home is sold within the 10-year period. No monthly payments either way.

Who qualifies: First-time homebuyers (no home owned in the past three years, with HUD exceptions such as displaced homemakers). Household income at or below 80% of area median income. Buyer must invest 1% to 10% of the sale price from their own funds. Non-retirement assets of $10,000 or more are subject to a spend-down. HUD housing counseling and homebuyer education required. Existing homes only. KHRC sets no minimum credit score (lenders may). Not usable in areas that administer their own HOME funds (the fact sheet names Johnson County).
